The first and last statement on the matter should have been, "Well, we're certainly taken aback by the characterization of our noble country of Kazakhstan, but we thought, 'Well, maybe we're just not getting the joke.' So... Borat's Borat! Ha ha ha! [audience titters and chucks in a 'we don't know what you're talking about, but maybe we're supposed to laugh now' sort of way.]
